The custom of holding the family responsible for the acts of its members has had a wholesome effect on cer- tain characters. The family and the clan must be responsible for the behaviour of the bad charac- ters. This forces family control and punishment of the wayward ones. In the modern government this custom is passing away and each is held re- sponsible for his own deeds and not that of an- other. The emphasis is passing from the clan to the individual.
