He asks: 'Whether the most indolent would be fond of idleness if they regarded it as a sure road to hard labour.* A firm, strong hand should be laid on the 138,000 tramps and professional beggars in the country. They outnumber the available force of soldiers for Great Britain, and should become, by drafting, an army of honest toilers. When they have been convicted of begging so many times, the authorities should say to them that if they are un- willing to work they must be made to work, and sent off to a labour-colony or real workhouse.
