"(i?) Amendments to these articles of asso- Amend- ciation may be made at any meeting by a vote of a 1 majority of all the members. Notice of proposed amendments shall be given in writing to each member at least ten days previous to the day on which they are acted upon.
"(18) By-laws, rules and regulations govern- By-laws, ing the business of the Association in the making Ru l es and of exchanges, providing for the imposition of egu a fines and other details (and also fixing exchange and collection charges and providing for examina- tion of members) may be adopted at any meeting of the Association by vote of a majority of all the members and may be amended by like vote.
