[302 the government of the province, was in his hands. He was to choose his own deputy to act in his absence, and all the land in the province was subject to his disposal by grants in the name of the proprietor.
By this commission the entire administration of the col- ony was placed under the control of the governor. For, though assemblies of the freemen were contemplated, the frequency of their meeting and the length of their sitting were matters for the chief executive alone to determine. Not... only this, but ample means were provided to the gov- ernor, by his ordinance power, for carrying on the govern- ment almost indefinitely without consulting the colonists. In short, the privileges and liberties enjoyed by the people in the colony were not due to express and positive pro- visions either of the charter or of the instructions to the governors, so much as to the simple intention and determi- nation of the proprietor to rule the colony in accordance with the principle of justice and the wishes of the colo- nists.
