A council constituted as here suggested would com- mand the utmost confidence of the entire Imperial population, every member haying the interest of at least one section of the Empire particularly at heart.
Each part of the Empire would vie with the other in sending their most able men. The Governments of Great Britain, India, and the Colonies would be satisfied that a policy requiring professional direction was in the hands of a professional body.
