There is, I think, no justification in the history of the convention for the opinion that its members intended to bestow upon Con- gress the power to legislate generally for the wel- fare of the Union; but the history of the times, and its proceedings, show that they did intend to so enlarge the enitmerated powers, that each should include all measiu-es properly within its particular field, and adapted to promote the general welfare of the country by legislation in that field.
