'' The following letter written in 1895 to Prof. McCook by ex-Governor Thomas M. Waller, is to the same point : Office of Waller & Wagner, 45 Wall Street, New York, Feb. 20, 1895. "My Dear Sir: My attention has been called to your remarks yesterday before the judiciary committee in the Capitol in regard to corrupt elections in Connecticut, and also to the allusion by you and others to my statement made two years ago that there was spent in the presidential campaign of 1892 in our state more than $100, 000 by democrats and probably as much more by the republicans, and that two-thirds, if not more, of those amounts were expended in ways, that would not be approved of in a corrupt practices act, or approved of by the great body of either of the political parties.
