It is to have a chan- nel 42 feet deep, and a minimimi width of 300 feet at the top, and 200 feet at the bottom. The summit is to be made by a large lake 55 feet above mean tide, with three locks on either side, each one to be not less than 1000 feet long, 100 feet wide, and 40 feet deep.
