A recess was taken, and when the convention re-convened on July 2, avote was taken as to equality of representation in the Senate andresulted in a tie vote. It was then decided to appoint a committee ofeleven, one from each State, to consider the question, and thiscommittee reported three days later, on July 5, in favour ofproportionate representation in the House and equal representation inthe Senate. This suggestion, which finally saved the situation, was dueto that wise old utilitarian philo...sopher, Franklin. Again, a vehementand passionate debate followed. Vague references were made to the swordas the only method of solving the difference.
On July 9 the committee again reported, maintaining the principle oftheir recommendation, while modifying its details, and the debate thenturned upon the question to what extent the negro slaves should count inestimating population for the purposes of proportionate representationin the lower House. Various suggestions were made to base representationupon wealth or taxation and not upon population.
