The official proceedings culminating in the establishment of this new State, were as follows : On the 17th of April, 1861, a body of men, assembled by the legislature of Virginia, on the 13th of February preceding, and styling themselves " the Convention of Virginia, " passed a pre tended ordinance of secession from the United States, and, so far as they had power to do so, carried the State, as a political organization, out of the Union. The officers of the State, with great unanimity, joined ...the rebel cause, carrying with them the public funds, the archives of the State, and such of the national 170 WEST VIRGINIA CONVENTION OF 1861.
