Political rights, such as the franchise, the right to hold office, etc., are never an unconditional result of citizenship. This is evident from the fact that they are always withheld from minors, and almost without excep- tion from women. The fourth article speaks only of priv- ileges and immunities which are conditioned upon the right of citizenship. Political rights are consequently excluded. These are always and in all places inseparably bound up with the legal domicile. All rights appertain...- ing to any citizens of the state are not guarantied to the citizens of all the states, but only those rights which the citizens of the particular state have under the same circumstances. The legislation of a state can make no distinction in favor of its citizens, but it goes without saying that the constitution did not intend to bind a state to give special privileges to the citizens of other states. And this would be the case if these latter could claim political rights. The law has never defined what kind of privileges and immunities belong to the citizens of the several states as such.
