64. Criminal trials shall be public, unless such publicity 464 Constitutional Charter of 1814 should be dangerous to order and morality; and in that case, the tri...bunal shall declare it by a judicial order.
65. The system of juries is retained. Changes which a long'er experience may cause to be thought necessary can be made only by a law.
66. The penalty of confiscation of property is abolished and cannot be re-established.
67. The king has the right of pardon, and that of com- muting penalties.
68. The Civil Code, and the laws actually existing which are not in conflict with the present charter, remain in force until legally abrogated.
