The royal lands were to be sold at specified times to the highest bidders, at the upset price of sixpence per acre, and with the reservation of an annual quit-rent of one half-penny an acre to the King. ... in mind when he wrote the Declaration, and when he said, in 1774, " His Majesty has lately taken on him to advance the terms of purchase, and of holding to the double of what they were, by which means the acquisition of lands being rendered diffi- cult, the population of our country is likely to be checked."^ Only the advance of the revolution pre- vented the carrying out of these provisions, which were everywhere regarded as harsh and unjust.
Closely allied to the question of granting lands was that of the naturalization of aliens.
