If an entirely disinterested Census Commission studied the disputed dis- tricts for ten years they might be able to reduce the prob- lem to something like scientific terms. But all "official" statistics are suspect. The Austrian census is notoriously faulty. All sorts of intimidation is used to secure "favor- able" figures. In a land of such mixed races the number of people who speak more than one language is large. The per- sonal preferences — or the "instructions"— of the census taker inevita...bly falsify the results. The Roumanians lay claim to the Province of Bessarabia on the ground that seventy-five per cent of the population is Roumanian. The Russian census states that less than fifty per cent speak the Roumanian- language. One figure is quite as likely to be true as the other. The most notorious instance of conflict in the statement of "fact" is furnished by Macedonia. The Serbian, Greek and Bulgarian govern- ments have been for years "cooking" statistics to prove their claim, to this territory.
