The meaning of the action was clear, namely, that France must cease her policy of expansion until such time as she had given satisfaction to Germa...ny and received German approval. 31 The peril of German traders in Morocco was obviously a pretext. Agadir was a town that had never been opened to foreign commerce and where Europeans entered at their peril; if Germans risked their lives by going there it was their own fault. Furthermore, German trade in Morocco was so small as hardly to warrant such brusque action on the part of the German Government ; the total sum of German commerce in that quarter could hardly have amounted to fifty thousand marks a year.
