In conversation with me on its deliberations Count Bismarck referred to the withdrawal from the Con- ference of the Greek Plenipotentiary, and observed that the Porte might fulfil its threat of retiring likewise, unless all the points of its ultimatum were accepted ; in which case he was of opinion that the Powers sliould continue their deliberations and come to a verdict, and prevent a conflict between the two litigants — or, as he termed it, the Powers should act in the character of the European police.
