Pruyn, Second Minister Resident In the selection of a successor tO' Townsend Har- ris the United States was again most fortunate in its choice of a representative in Japan. In spite of the serious situation which had developed with the prog- ress of the Civil War and the strained relations with England and France in the first year, Mr. Seward considered the mission to- Japan one of extreme im- portance, and desired to have some one there whom he knew thoroughly and on whose sound judgment he co...uld rely. Such a representative he found in Robert Hewson Pruyn, of Albany, New York. Mr. Pruyn was born in that city on February 14, 181 5, of Flemish ancestry. Educated at the Albany Academy and Rutgers College, he had been admitted to the bar in 1836, and had promptly entered upon a career of public service. First serving as attorney and cor- poration counsel for his native city, he later entered the State Assembly, and in 1854 was elected speaker of the House by the Whig majority.
