There was very much less pro- selytism than in the elementary schools, but the chief benefi...ts of the endowments were secured to the Protestants, who, after all, had founded them. There is no doubt but that the present provision is very inadequate ; but Ireland is so poor a country that less secondary education is possible for it at present than would appear from a superficial comparison with its neighbours. The religious question has been avoided rather than settled ; and beyond a rectification of endowments little has been done as yet except the establishment of an independent Government Examination Board, which applies its tests to all or any persons applying to it, and remunerates the teachers in accordance with the results.
