The rapid multiplication of these treaties in recent times and the almost universal acceptance of the principles of some of them indicate that, in certain fields, cooperation and mutual aid have become recognized as essential to the life of civilized nations, and while states may not yet be under a legal obligation to accede to such treaties or the princi- ples they embody, international comity certainly imposes a moral obligation which cannot be long neglected.
