He explained that it was manufacture, trade, and commerce; and when I requested to know with whom this commerce and trade were carried on and to whom the manufac- tured products were sold, he answered again unhesitatingly: "With and to the Colonies as the fixed and regular course and with and to the rest of the world as circumstances per- mit." Still further, I asked of him whether all the landlords of England were in the same condition economically as the one he served, and his response was in the affirmative.
