They happily confirmed and strengthened three Papal principles which had been alive before they reached Rome, but their part in the develop- ment of Papal supremacy was comparatively insig- nificant. Without the False Decretals Nicholas I was sure to have effected the same mode of govern- ment, and the principles of Nicholas I were the principles of Gregory VII and Innocent III.
