It is the right as well as the duty of a public officer to be zealous inthe public service. That is why the public service is worth while. Toevery public officer the law should be, not a goad to drive him to hisduty, but a tool to help him in his work. And I maintain that it islikewise his right and duty to seek by every proper means from the legalauthorities set over him such interpretations of the law as will besthelp him to serve his country.
