What reading level is The Fourth book of Pilgrimages to Old Homes book?
To quickly assess the difficulty of the text, read a short excerpt:

The weather was exceptionally brilliant and clear, but little did I reck of what that foretold — the trouble that was to come upon me. At the rounding of the corner, where the waves were dashing far below, there suddenly rose before me the grim towers of Harlech Castle, with miles of sea and hills beyond, the blue peaks of Lleyn rising from the horizon on the left to the great fortress of Snowdon in the midst. Every cottage garden was brilliant with the flowers of the hydrangea, and all around ...was very beautiful.
I sat in the court of the Castle resting and musing, and thinking of journeying gently on to Festiniog. It became colder and I thought I felt rain, and, on look- ing over the sea, everything seaward was blotted out with mist. It Was time to be going, but the rain descended in a deluge, and never stopped for twenty hours. Several times I sheltered in sheds by the way, but there never was any cessation of the torrent, and I found I was getting wet to the skin, for a cyclist cannot keep dry through hours of wet and wind in hilly roads.
