It follows obviously, that the cost of any of the excepted work, such as culverts, crosswalks or manholes, is always to be assessed upon the lots on both sides of the street. But notice that other work of completion is assessable on the nearest front- age lots, only when the contract is "for one block or less." Where it is for more than that, the general rule holds, and lots on both sides are assessed at the same rate per front foot. 8.
