Louisiana and southern Texas were opposed to a road with au outlet at Charleston, and Louis- iana was interested in the proposed Tehuantepec railroad. The two Louisiana votes for Nebraska may have been intended to offset the Southern project, and the failure of one of the two Texas members to vote is not surprising.^* New York in- terests were divided between the Pacifie Steamship and Panama Raihvay companies on the one hand and the Erie canal on the other.
