Louisiana and southern Texas were opposed to a road with au outlet at Charleston, and Louis- iana was interested in the proposed Tehuantepec railroad. The two Louisiana votes for Nebraska may have been intended to offset the Southern project, and the failure of one of the two Texas members to vote is not surprising.^* New York in- terests were divided between the Pacifie Steamship and Panama Raihvay companies on the one hand and the Erie canal on the other. Erie canal interests required a north...ern route for the Pacific railway, and a division of the vote in that quarter was therefore to be expected. The vote does not therefore militate against the theory that Pacific railway considerations influen- ced the attitude of the House toward the organization of Neb- raska. The situation was, however, too complex to render it possible to interpret the vote from any single point of view.
During the summer of 1853, Jefferson Davis dispatched the exploring expeditions ordered by Congress to examine the sev- eral routes under discussion for the proposed transcontinental railway, and their reports w^ere expected early in the following year.
