Mr. Mayor, I think I understand the philosophy that you have on unfunded mandates and, as a matter of fact, I voted for the part of the contract that dealt with unfunded mandates. But this hear- ing is dealing with, it is my understanding, disasters and what can be done in the future.
So I didn't want anyone to get the impression, unless that was the impression you intended to leave, that unfunded mandates are a substantial problem as it relates to disasters and what we should be doing in the future.
