" These are tl e words of President Roosevelt. He is the warm- est and greatest friend of Japan, to whom we tender our sincere gratitude from the bottom of our hearts. This I might say, not for us only who are here this evening, but as the genera! feeling of the 16 whole of the Japanese Empire. The cordial relations and warm friendship, which have been maintained between the two nations, for half a century, can never be estranged — ^shall never be shaken by a little irritation, which might, now and then, occur in our interna- tional intercourse.
