Invitation to the French Exhibition of 1900 was brought to the attention of the Congress by President Cleveland in 1895 and so many are the details necessary to the success of the exposition that a period of 4)4 years before the expositi...on proved none too long for the proper preparation of exhibits. " These are tl e words of President Roosevelt. He is the warm- est and greatest friend of Japan, to whom we tender our sincere gratitude from the bottom of our hearts. This I might say, not for us only who are here this evening, but as the genera! feeling of the 16 whole of the Japanese Empire. The cordial relations and warm friendship, which have been maintained between the two nations, for half a century, can never be estranged — ^shall never be shaken by a little irritation, which might, now and then, occur in our interna- tional intercourse.
