His conten- tion was that the action of the Legislature of of New Hampshire in voiding the college char- ter was equal to impairing a contract, which the State had no right to do. He served as Secretary of State under W. H. Harrison and under Tyler, and later under Fillmore, settling difficult matters, such Daniel Webster 121 as the Maine boundary, the British claim of the right of impressment, and the extradition question.
