He not only engaged IVench refugees, Swiss, and G-er- mans, to enter into his service ; but took care to send all sorts of artists to Moscow ; not vrithout previously seeing a specimen of their abilities. He himself drew a plan of the communication between the Caspian and Black Seas, which he had projected some time before, and com- missioned M. Brekel, a G-erman engineer, to carry it into execution ; this plan is still preserved. The junction of those two seas was indeed a less arduous task than that of the ocean and the Mediterranean, which had been executed in 'Fk*ance ; yet people were frightened at the very idea of joining the sea of Asof and the Caspian. There seemed to be a stronger reason for the czar to make new settlements in that part of the world, as fresh hopes arose from his successes.
