The bagging industry of Lexington, Kentucky, was wrecked by the flood of cotton bagging which was brought in at a price far below the cost of production. The Tariff of 1816. Naturally a cry went up again that the government should raise the tariff rates and protect Ameri can industries against the cheap goods of Europe. At this time the manufacturers of New York, New Jersey, and Pennsylvania were joined (i) by the farmers of Ohio, Kentucky, and Tennessee, whose wool, hemp, and flax 250 THE HIST...ORY OF THE AMERICAN PEOPLE brought better prices in a protected American market than in England, and (2) by the sugar planters of Louisiana, who could not compete with those of Cuba and Jamaica. In New England sentiment about the tariff was divided. The mill owners demanded protection for industries ; but the shipowners were not in favor of it, because they wanted a brisk trade with England which would employ their ships at sea. They were afraid that building up home industries would reduce the ocean freight.
