Sir: I have the honor to acknowledge the receipt of a communi- cation from your clerk, enclosing a resolution of the Senate, and a copy of the letter of Captain B. S. Roberts, of the rifles, in which I am requested to communicate to the committee any knowledge I may have of the ^'facts'' connected with the planting of the American flag upon the capitol of Mexico.
