Lord Russell recognised that they affected adversely the prospects of the Bill, and he agreed to withdraw the categories ; but he refused to accept Lord Derby's proposal that the service for which the life peerage was conferred, and the inability of the recipient to accept a hereditary peerage for financial reasons, should be recited in the patent.
