Mr. John Nolen ("Industrial Housing," Pro- ceedings of the Fifth National Housing Confer- ence, 191 6, p. 5) is responsible for the following striking juxtaposition of facts: The simplest acceptable standard of American home, whether single cottage in village or suburb, or whole- some apartment in a large city, costs on an average from $1,800 to |2,ooo per family, in- cluding land and improvements. It is generally accepted that not more than 20 per cent of the family, income should go for rent; yet more than half of all the workingmen in the United States receive less than $15 a week. What are we going to do about it? Lower the standard? Increase wages without increasing rents? Or eliminate the commercial profit? We are up against a stone wall whichever way we turn. Here is where the experience of the older na- tions is useful to us.
