Armstrong was the author of the celebrated addresses which were privately circulated among the officers of the Continental Array lying at Newburgh, on the Hudson, at the close of the war, and calculated to stir up a mutiny, and even a rebellion against the civil power. The feeble Congress had been unable for a long time to provide for the pay of the soldiers about to be disbanded and sent home in poverty and rags.
