It was proposed that when nine Stales should agree thai this instrument should bo part of their constitution, or organic law; then this general agent should be organized and fo into force. The Congress of the old confederation, whom this new plan proposed to supplant, were friendly to the submission of the new plan ; but mark the logic, — the plan provided for the extinction of the old confederation by secession. The Congress favored it. And the Conventions of the Stales were called lo consider the seces- sion from the Confederation and the adoption of the new constitution.
