The Congress of the old confederation, whom this new plan proposed to supplant, were friendly to the submission of the new plan ; but mark the logic, — the plan provided for the extinction of the old confederation by secession. The Congress favored it. And the Conventions of the Stales were called lo consider the seces- sion from the Confederation and the adoption of the new constitution.
