Let a fluid, whose depth is equal to the unit of length, move over a horizontal plane, and let its motion have become stationary and be of such character that all the particles in the same horizontal plane have the same velocity. A necessary consequence of this is that the velocity is given by a linear function of the height above the base. The measurement of the internal friction of a medium consists in the determination of the value of this coefficient ; it is a constant magnitude if Newton's assumption that the friction is proportional to the relative velocity is really true.
