The weighing and garbling of imported tobacco were made subjects of a statute, and it was provided that tobacco might not be imported stripped of the stem, and that drawback should not be granted on exported tobacco- stalk. (The clause prohibiting stripped tobacco inward was soon repealed. ) Throughout this reign there were many statutes against drawback frauds, and many readjustments of the Preventive laws.
