All such wrongs the State is bound to [63] THE LABOR QUESTION rectify; but when it has done all that it ought to do in these directions, it will still be possible for great combinations of organized capital to take advantage of unorganized labor and crowd it to the wall, and there is nothing that the State can do to prevent it.
