The Justices assembled at Quarter Sessions nominate a certain number of their body to form, in conjunction with an equal number chosen by the County Council from its members, a joint standing committee. By this committee the number of the police force is fixed and the Chief Constable appointed, subject to the approval of the Home Office. The Chief Constable appoints and may dismiss the men and officers of the force, but he acts under the orders and with the approval of the committee. The same c...ommittee now appoints the Clerk of the Peace, whose appointment before 1888 was vested in the Lord Lieutenant. The County Council is now the body to which the administrative duties of the Justices of the Peace have been transferred by the Local Government Act of 1888 K This Act created the administrative county. Every county in England and Wales now possesses one Council or more, according as it may constitute a single administrative county, or may be divided for purposes of administration ^. There are also a considerable number of lai^ towns (at present sixty-four) which have been constituted administrative counties, and these possess the powers of a County Council and are for most purposes separate from the county in which they are geographicaUy situated.
