In September, 1891, a renewal of the licence was refused, on the ground that he had been convicted of allowing drunkenness on the premises. The licence expired on October 10th, 1891, but on the 5th F. gave up possession to the respondent, who, on the 9th, gave no...tice of his intention to apply for a transfer, and did so apply on November 17th, under sect. 14 of 9 (George lY., c. 61. Held, assuming that the application was properly made under that section, that the licence was still in force, and that the discretion of the justices in refusing the transfer was limited to the grounds set forth in sect. 8 of the Act of 1869.
