Con- sider the alternative : The Council now consists of England, France, Italy, Japan (United States absent), Belgium, Spain, Greece, Brazil. Would it be satisfactory that any decision taken by the last five should be compulsory on this country? Can one imagine power being given to Japan, Brazil, Greece, Spain and Belgium to compel Great Britain to take some action against the wish of the British Government and Parliament?
