Of the 1,355 passengers and the crew of 651 only 772 were saved, of the latter number more than half were members of the crew. Owing to the large cargo of ammunition which appears to have exploded after the vessel was struck and to have been the final cause of the sinking, the British Government has certainly the ultimate responsibility. What justification there can be for placing passengers on a munition ship is not apparent. Indeed it is utterly indefensible and the British government is not only chargeable with the loss of life due to the disaster, but also with provocative conduct.
