In the winter the Prussian King requested permission to enHst soldiers in Weimar. Even before negotiations were completed, Prussian Hussars came to begin the recruiting. The situation was extremely precarious. Goethe prepared a memorial, containing an exhaustive discussion of the consequences of the Prussian demand, in which he came to the conclusion that, no matter what position they took with respect to it, perilous results would grow out of it. Recruitments are in themselves a great evil, he... said; "Whatever concessions are made to Prussia will have to be made to Austria also, and thus the evil will be doubled. A refusal may provoke Prussia to violence. In short, the small state in its weakness is in a sorry plight in the presence of the great powers, and from an appeal to the German Imperial Diet one may expect nothing but 'empty sympathy. '" He also raised the question, whether it might not be well to form an alliance with the other states that were threatened with similar measures, and in union find strength for resistance.
