From the beginning of the war, the seafaring towns of Massachusetts had contributed largely to the navy, in many cases more generously than to the army, and yet, in utter dis- regard of this fact, they were expected to furnish a full quota to the army. Since Lincoln, to whom the governors of the seaboard New England states appealed, 1 had no power to remedy the injustice, the deficiency in the quota of Massachusetts kept steadily increasing. When at last, in July, 1864, Congress enacted the nec...essary legislation, Andrew posted to Washington and had a commission appointed of which he was chairman and of which the other member was ex-Governor Clifford of New Bedford, the city to which the largest number of naval enlist- ments was to be credited. The business of this com- mission was to prepare, under rules drawn up by Andrew and Stanton, and to vouch for a complete roll of the men who had enlisted in the navy in 1 Vide tvpra, p. 48.
