Thus far appearances indicated that they would be received, and the negotiation proceed; but on tlie 14th, Major Mountflorence, Chancellor of the Ameri- can Consulate at Paris, informed General Pinckney that he had had a conversation with Talleyrand's private and confidential Secretary, who told him that the Directory were greatly exasperated at some parts of the President's speech at the opening of the late session of Congress, and would require an explanation of them from the American Ministers.
