It is alleged, and supported by recent experience, that this course, even if expensive, is the only line of safety. In answer to this, it is con- tended that we should be ready to produce bread com if o...ccasion requires it, but that we need not incur the cost of doing so on any large scale as a matter of ordinary routine.
The truth seems to be, that unless a League of Nations can make continuous peace, humanly speaking, perfectly secure, we shall have to be ready to be self-supporting at any future crisis. This is a very different thing from being habitually self-supporting. Indeed, by what may seem a paradox to those who have given no particular thought to agriculture, it is almost its opposite.
