At the beginning of the twentieth century this is being done in nearly every county in the state. And it was a great thing when this plan was brought 198 THE MAKING OF THE EMPIRE STATE about — not that it gave the pupils line drives, but because it gave them better schools. Before this plan was adopted there were a great many small districts that could not possibly support a good school; they could ill afford to have even a poor one.
