09 during the two last halves. For the last six months of the year 1890 the receipts cannot be expected to do much more than meet the expenditures authorized by existing laws. It should also be remembered that the year in which the General Assembly meets always takes from the treasury at least $125, 000 more, exclusive of special appropriations, than the other fiscal year. Starting with these data, it is found that, while the receipts of the first year of the present fiscal term may be put at $...1, 626, 621, the expenditures for ordinary purposes, includ- ing those on account of the session, will be $1, 325, 000; mak- ing the surplus, June 30, 1890, about $300, 000; which is not likely to be increased during the remainder of the year. Whatever amount, therefore, is appropriated for special pur- poses, not more than $300, 000 of such amount should be drawn from the treasury before the year 1891.
