In the designs of several cabinets, hostility against France seemed to survive the fall of the Empire ; a new collision might be at hand, and Saint Cyr was desirous of assuring to our young army the co-operation of 240,000 sol- diers accustomed to war, whom the events of 1815 had sent back to civil Hfe.
