But recently there has emerged the striking and singularly important fact that it is chiefly the all-important supra-granular layer of the cortex which is so affected by post-pubescent education. As this is one of the most important results of the investigation recently under- taken by Mr. Porteus and myself, it will be necessary to refer to that work in some detail in order to demonstrate the point, and to show that, in a few cases, it is possible, even now, and with the crude physical methods... at our disposal, to determine, on ths living subject, the probable state of de- velopment of the cortical layers of the child 's brain, and hence, provided those findings agree with other avenues of approach, to make a reasonably accurate forecast as to how the child will react to his environment. That mental capacity depends on brain capacity, that is, on neurones, is undoubted, as is also the fact that striking deviation from the normal tends to be associated with mental abnormality. It is, however, clearly impossible to determine the frontiers of abnormality until the normal be known.
